PCC Edit Run-time Error '71' Path Not Found

Symptom

When Opening or Creating a file in PCC Edit the program crashes with Run-time Error '71' Path Not Found.

This has been observed on Windows 10 Home 64 Bit Build 1703

Steps to Troubleshoot

Resolution

Bandaid: Right click the executable and 'Run as Administrator'

Permenant: Right click the executable and goto 'Properties'

                      Navigate to the Compatibility tab and at the bottom check 'Run as Administrator' Checkbox.

                      Click okay and test.
